Charles Snapp Obituary

JOHNSON CITY - Charles "P.C." Snapp, 86, former mayor and longtime public servant of Johnson City, Tennessee, passed away on Monday, December 4, 2023, at his home.

He was a lifelong resident of Washington County, son of the late John Wendel Snapp and May Bell Humphrey Snapp. He served his country in the United States Marine Corps.

P.C. placed a great deal of importance on education. He earned a bachelor's degree from ETSU in 1961 and went on to achieve his master's in city and regional planning from the University of Tennessee by 1967. He put it to good use: for 30 years as the regional director of the Upper East Tennessee State Planning Office, 12 years as the Johnson City Commissioner, 14 years as the executive director of the Johnson City/Jonesborough/Washington County Economic Development Board, seven years as an adjunct instructor in the city management program at ETSU, and of course as the city's mayor from 1989-91.

Throughout his career, P.C. was able to take part in many improvements to the community. In the service of local education, he pushed renovations to the city's schools, as well as building five new ones and a library. To strengthen infrastructure, he saw through expansions to State of Franklin Road via the Med Tech Corridor, pushed securing the city landfill, and helped to ease its burden with the implementation of the first curbside recycling program in the state of Tennessee. For the preservation of regional history and celebration of local tradition, he was instrumental in bringing the International Storytelling Festival to Jonesborough.

His accomplishments earned him due recognition, and he was inducted into the Johnson City Parks & Rec Hall of Fame in 1997 and the Johnson City/Washington County/Jonesborough Chamber of Commerce Hall of Fame in 2011. He was also a member of ETSU Alumni Association Golden 50s Club, the ETSU Foundation, the Kiwanis Club, and First Presbyterian Church of Johnson City.

While P.C. worked hard throughout his life, he also enjoyed some well-earned leisure time. He and his wife enjoyed traveling with friends, visiting every state in the contiguous U.S. as well as taking several international trips to Canada, Mexico, Japan, Russia, Holland, and further. As a sports enthusiast, he enjoyed playing golf and coaching Little League Baseball. He was also an accomplished craftsman, his long-time hobby of woodworking producing many fine clocks and postal boxes over the years.

In addition to his parents, P.C. is preceded in death by: three brothers, Jim, Thad, and Henry; and two sisters, Margaret Ann and Flo.

Those left to cherish his memory include his wife of 42 years, Mary Anne Snapp; children: Rob McBane and his wife, Michelle, and their children, Shelby and Meghan; Audra Olinger and her daughter, Mary Kate; Mike Snapp and his wife, Debbie, and their children, Kelsey and Lacey; and Scott Snapp and his children, Scott, Dylan, and Lucas; sister, Dixie Grindstaff and her husband, Mike; as well as four great-grandchildren, several nieces and nephews, and many more cousins and friends.

The family of P.C. Snapp will receive friends from 4:00 PM to 7:00 PM on Friday, December 8, 2023, at Morris-Baker Funeral Home. A memorial service will follow at 7:00 PM, officiated by Reverend Lester Lattany of Friendship Baptist Church.
