McNally, Shauneen
DELMAR - Shauneen Marie McNally passed away at home, with her family by her side, on January 26, 2026, after a year-long battle with throat cancer.
Shauneen was born September 7, 1957, in Plattsburgh, N.Y., to Nadine and James McNally.
Shauneen was a proud graduate of Ogdensburg Free Academy. She attended Mater Dei College, and graduated with a BS from Clarkson University.
Shauneen was well known around the halls of the State Capitol for her knowledge, commitment and tenacity for any of the issues she was working on. Shauneen started her career with the Association of Counties. She moved to the N.Y.S. Assembly Program and Counsel staff, working for the Social Services Committee and then worked as a government affairs staff for the N.Y.S. Department of Health. After the change in administration, Shauneen had a number of lobbying jobs, before connecting with her future partners, to form Weingarten Reid and McNally, later becoming Reid, McNally and Savage. Shauneen was particularly proud of the firms work on the Clean Indoor Air Act and other legislation to curb teen smoking. Shauneen also worked pro bono for Unchained At Last, which successfully lobbied to raise the minimum age for marriage in N.Y.S. to 18, without exception.
Shauneen loved the St. Lawrence River, having spent much of her childhood swimming and boating on the river. Through her high school friends, she discovered Thousand Island Park, where she vacationed for years and finally bought a cottage. The T.I. Park cottage was Shauneen's happiest place, especially when she could share it with family and friends.
Shauneen was preceded in death by her mother, Nadine; and her brothers, Patrick and Michael McNally.
She is survived by her husband of 38 years, Jim Clyne; her children, Justin Gates and Kathleen and Jimmy Clyne; her father, James McNally; siblings, Timothy (Lou-Ann) and William (Maureen) McNally and Katy (Tom) Connolly; sisters in-law, Chris (Ned), Beth and Lynn (Andrew) Clyne; and 10 nieces and nephews, whom she adored. Shauneen remained close to her aunts and cousins from New Jersey and their families. She was always up for a road trip to New Jersey for a family function.
A public visitation will take place on Friday, January 30, 2026, from 3 to 6 p.m., at Applebee Funeral Home, 403 Kenwood Ave., Delmar. A short service will take place at the end of the public viewing. A private interment will take place later in the year. A reception for family and friends will be held after the service, from 6 to 8:30 p.m., at Martel's at Capital Hills, 65 O'Neil Rd., Albany, N.Y.

Though diminutive, Shauneen was a Giant at the State Capitol. A sought-after expert and friend, Shauneen was a thoughtful, thorough and trusted lobbyist. Shauneen´s steady presence and helpful advice in state government will be greatly missed. I am shocked and deeply saddened to learn of Shauneen´s passing. She was a wonderful colleague & superb lobbyist I engaged for New York´s school based health centers. It was my honor and pleasure to work with Shauneen for many years when I was the American Cancer Society´s staff lobbyist and her firm was our contract lobbyist. We advocated for a wide range of cancer-related legislation, primarily directed at reducing tobacco use. She played a big role in the enactment of laws prohibiting tobacco sales to children, raising cigarette taxes, and establishing a state-funded tobacco prevention program (I remember her spending a weekend at the Capitol, updating me via phone of progress on the initial budget negotiations). Remember when people smoked in restaurants, in bars, and at the desk next to you at work? If you don´t, thank Shauneen. New York´s Clean Indoor Air Act became a model for jurisdictions around the world limiting smoking in public places. Shauneen helped change the world, saving tens of thousands of lives. She left her mark.
And she was a lovely person.

I did not know Shauneen personally (and I live on T.I.Park!) however, I have been writing notes to her for years. I am the Executive Director of Save The River and was sad to hear of her passing. She was a devoted member for decades and the River and a real friend and ally in Shauneen . She made a difference protecting our special River and is an honorary member of #TeamRiver. I first met Shauneen probably 40 years ago when I started at the NYS Assembly central staff. She was very helpful and friendly and generous with her time and knowledge and that beautiful smile. I worked with her on a few bills over the years and she never changed. I'm sorry for your loss Jim and the rest of the family, she was too young. Only happy memories.

I am heartbroken for your family. Shauneen was someone I looked up to from a very young age. She spent an entire summer babysitting me, and little did she know the lasting impact she had on my life. Even then, her kindness, patience, and warmth left an impression that stayed with me through the years.

The last time I saw Shauneen was two years ago, when she came to my father´s funeral. Her presence meant more than she could have known. Her loving words and shared memories of good times helped make an incredibly difficult day more bearable, and I will always be grateful for that gift.

Shauneen had a way of showing up for people with genuine care and compassion. She will be deeply missed and lovingly remembered. Please know my thoughts and prayers are with your family during this time.
