JOHNSON CITY - Frances "Billie" Welsh Sills, 86, of Johnson City, Tennessee, passed from this life to the next, at Four Oaks Healthcare in Jonesborough, Tennessee.
Frances was born into the loving home of Francis B. Welsh and Edna O. Provo Welsh in Montana.
She was a retired flight nurse in the United States Air Force. From there, she went on to hold a variety of nurse executive positions throughout her career at Jackson Memorial Hospital in Miami, Florida, The Institute for Rehabilitation & Research in Houston, Texas, The Texas Medical Center in Houston, Texas, The Southeast Texas Rehabilitation Center in Beaumont, Texas, and NHC Healthcare in Johnson City, Tennessee.
In addition to her extensive medical career, Frances enjoyed several teaching positions at The University of Miami in Coral Gables, Florida, The University of Texas in Houston, Texas, and East Tennessee State University in Johnson City, Tennessee.
Billie proudly served as the president of the Tennessee Nursing Association and was a long-standing member of the American Nursing Association.
A very special "Thank you" to all those who took such good care of her, after she took care of others during her successful career.
A visitation for friends is scheduled for 4:00 pm to 5:00 pm Monday, September 11, 2023, in the Oak Chapel at Morris-Baker Funeral Home. The funeral service will begin at 5:00 pm following the visitation.
In lieu of flowers, donations may be made to the Washington County/Johnson City Animal Shelter in honor of Frances Sills at www.wcjcanimalshelter.org.

Billie“s nursing career was historic in many ways as a pioneering flight nurse and educator. She represented her profession with honor and dignity. It was a joy to talk with her about her experiences and to imagine all the lives that her work had impacted. May she rest in peace
